China’s overarching military doctrine has evolved from fighting "local wars under informatized conditions" to preparing for "intelligentized warfare". This doctrine emphasizes the integration of artificial intelligence (AI), unmanned swarm technologies, autonomous systems, and multidomain command and control (C2) networks to achieve decision superiority over adversaries. CCP General Secretary Xi Jinping has established three definitive timelines for the PLA's modernization trajectory. The first milestone is 2027, the centennial of the PLA's founding, by which time the military must possess the capabilities required to forcefully unify Taiwan and deter United States intervention in the Indo-Pacific. The second milestone is 2035, marking the complete transition to an intelligentized, fully modernized national defense force capable of global power projection. The ultimate objective is set for 2049, the centenary of the People's Republic of China, by which the PLA is directed to become a "world-class military" capable of fighting and winning against any technologically advanced adversary across all domains.
Despite systemic economic headwinds, including a sluggish 4.5% GDP growth projection in 2026, Beijing announced a 2026 defense budget of 1.91 trillion RMB ($276.7 billion), representing a sustained 7% nominal increase from the previous year. This budgetary insulation underscores the regime's unyielding prioritization of military modernization over domestic economic expansion, ensuring the continuous procurement of advanced naval vessels, fifth-generation aircraft, and strategic nuclear assets.
Central Military Commission (CMC)
The Central Military Commission (CMC) serves as the supreme command authority for the PLA, bridging the gap between the CCP's political leadership and the military's operational forces. Chaired by Xi Jinping, the CMC exercises direct control over the PLA's services, arms, and Theater Commands.
Structure and Functional Departments
Following the sweeping reforms initiated in 2015–2016, the legacy structure of four powerful General Departments was dismantled to eliminate entrenched patronage networks and centralize authority directly under the CMC Chairman. The CMC was restructured into 15 functional sections, comprising seven departments, three commissions, and five directly affiliated bodies. PLA Rocket Force (PLARF)

The PLARF is central to China's anti-access/area-denial (A2/AD) strategy,
providing the asymmetric firepower necessary to keep U.S. carrier strike groups
and regional bases at risk.
Conventional
Precision Strike
The PLARF's
conventional arsenal is vast and highly sophisticated. The DF-26
intermediate-range ballistic missile (IRBM), often dubbed the "Guam
Killer," provides a precision strike capability extending out to the
Second Island Chain. The DF-26 is highly unique as it is "hot
swappable," allowing PLARF brigades to rapidly switch between conventional
and nuclear payloads, severely complicating adversary threat assessments. For
closer engagements, particularly against Taiwan, the PLARF deploys the DF-17, a
medium-range missile armed with a hypersonic glide vehicle (HGV) designed to
maneuver unpredictably and defeat advanced ballistic missile defense systems.
Nuclear
Modernization and Posture
China is
undertaking the fastest nuclear expansion of any major power, with the arsenal
approaching or exceeding 600 operational warheads by 2026. The PLARF has

state-owned defense industry executives. To restore order and enforce loyalty,
Xi took the highly unusual step of appointing officers from the Air Force and
Navy to command the Rocket Force, breaking decades of branch-specific promotion

internal questions about the near-term operational readiness of China's most
critical strategic deterrent.

of the changing character of war, the PLA underwent a profound structural
reorganization on April 19, 2024. The Strategic Support Force (SSF), which had
been created in 2015 to unify space, cyber, and electronic warfare, was
officially dissolved. While the SSF was theoretically sound, in practice it

CMC's direct visibility into high-tech domains. In its place, the CMC elevated
three specialized arms, establishing a new architecture of "four services
and four arms".
Information Support Force (ISF)
The ISF is a
newly created strategic force responsible for the development, maintenance, and
defense of the PLA's network information systems. Commanded by Lt. Gen. Bi Yi,
with Li Wei as Political Commissar, the ISF provides the foundational digital
infrastructure for joint operations. Its mission is to allocate the
electromagnetic spectrum, manage military communications networks, and
integrate data fusion across all Theater Commands, ensuring that the PLA's
command and control (C2) nodes remain unsevered during heavy electronic combat.
Aerospace Force (ASF)
Spun out of the
former SSF's Aerospace Systems Department, the ASF operates directly under the
CMC. It is responsible for all military space operations, including the launch
and maintenance of ISR satellites, navigation networks (Beidou), and the
deployment of proliferated low-earth orbit (pLEO) constellations intended to
match capabilities like the U.S. Starlink. The ASF also manages China's kinetic
and non-kinetic anti-satellite (ASAT) weapons, tasked with blinding adversary
space-based C2 in the opening hours of a conflict.
Cyberspace Force (CSF)
Originating
from the SSF's Network Systems Department, the CSF is the PLA's premier
offensive arm in the digital and cognitive domains. The CSF is responsible for
executing offensive cyber operations, electronic warfare (EW) jamming, and
psychological warfare against adversary populations and military networks. By
operating independently, the CSF can launch pre-emptive cyber strikes designed
to paralyze enemy critical infrastructure and logistics before kinetic military
operations begin.
Modernization
and Future Warfare: Lessons from Ukraine
The PLA's
modernization strategy, termed "intelligentized warfare," is being
continually refined by observing the Russia-Ukraine War. The conflict has
validated the PLA's heavy investments in long-range precision fires and
integrated air defense systems, but it has also exposed the critical
vulnerabilities of legacy platforms and centralized command structures in the

Drone Swarms and Autonomous Systems
While the
proliferation of low-cost First-Person View (FPV) drones in Ukraine has
democratized tactical air support, PLA analysts view the current reliance on
human operators as a temporary and highly vulnerable stage of warfare. FPV
drones are highly susceptible to electronic warfare jamming. To overcome this,
the PLA is investing heavily in AI-driven swarm technology. Recent state media
broadcasts revealed the "Atlas" drone swarm system, capable of
deploying 48 drones from a single launcher and coordinating 96 drones via a
single C2 node. Furthermore, the "Jiutian" unmanned drone carrier is

The PLA's

strike without a continuous data link to a human operator, thereby negating
adversary EW capabilities. Additionally, the PLA has reportedly converted over
200 obsolete J-6 fighter jets into autonomous one-way attack drones. In a
Taiwan scenario, these retrofitted jets would be launched en masse to trigger
and deplete Taiwanese and U.S. air defense interceptors, clearing the airspace
for advanced J-20s and H-6 bombers.
C5ISRT and Network Resilience
The survival of
Ukrainian forces due to Starlink communications—and the subsequent Russian
struggles following C2 node destruction—has deeply influenced the PLA. The
creation of the Information Support Force is a direct structural response to
ensure C5ISRT (Command, Control, Communications, Computers, Cyber,
Intelligence, Surveillance, Reconnaissance, and Targeting) resilience. The PLA
is issuing thousands of contracts for AI-enabled decision support systems
(AI-DSS) and data fusion algorithms to process battlefield data faster than
human commanders. Concurrently, China's commercial space sector is rapidly
launching the "G60 Starlink" constellation, a planned
12,000-satellite pLEO network designed to provide the PLA with unjammable,
redundant communications and global targeting coverage.

However, the
PLA's formidable hardware advancements are juxtaposed against profound
institutional instability. The unprecedented anti-corruption and loyalty purges
executed by Xi Jinping have systematically decapitated the operational
leadership of the Central Military Commission, the Rocket Force, and the
Theater Commands. This environment of political terror has generated a climate
of operational passivity, where acting commanders prioritize ideological
compliance over tactical initiative.
For the PLA to
achieve its centennial goals by 2027 and its world-class ambitions by 2049, it
must reconcile a fundamental contradiction: the requirement for highly
decentralized, agile decision-making inherent in intelligentized warfare,
against a political system that demands absolute, centralized, and unforgiving
Party control. The trajectory of the PLA over the next decade will be
determined by its ability to resolve this internal friction while continuously
integrating next-generation technologies into a cohesive joint force.
